Ancient Roots of Health Insurance Debate

Sponsored by Senator William Kehoe, a Republican from Eureka, the Legislature placed on the ballot Proposition 20, a constitutional amendment to authorize the legislature to "establish a health insurance system applicable to any and all persons," supported by contributions - "voluntary or compulsory" - from such persons, employers and from the state. The Legislature passed this measure in the same spirit as an earlier measure to establish a workers compensation system for California. But there was a big difference: the people agreed to the workers comp measure; they rejected the health insurance measure by a three-to-one margin.
