Full employment?

In the April Bulletin, Finance reported that In February, the rate of unemployment was 4.8 percent for the third consecutive month and for the sixth time in eight months.  In February, civilian employment increased 1.5 percent on a year-over-year basis, which corresponds exactly to the pace of nonfarm employment growth during the same period.
