Hoover Institution paper on cost shift

The Hoover paper, The Uninsured's Hidden Tax on Health Insurance Premiums in California: How Reliable is the Evidence?, seeks to demonstrate that the New America Foundation's study on the cost shift substantially inflated the size of the so-called "hidden tax" paid by private premium payers.
